Dear compatriots, brothers and sisters
First of all thank you very much for your help, support, encouragements and trust. The past few weeks were challenging, sometimes exhausting, but at the same time fulfilling. This past election was an incredible journey and you made it an unforgettable experience.
I would like to thank all the Algerian communities and all the Algerian Associations across zone 4. Thank you for taking the time to meet with me, for welcoming me into your hometowns, for your many calls and emails of support, for sharing my vision with your families and friends, and for showing your trust in me through your votes.
I would like also to thank the other candidates, for their kind words and their democratic spirit. They truly raised the bar very high and made winning a challenge. I sincerely hope we will continue to work together to serve our community in Zone 4.
In the past five years I served as your representative, I worked hard to represent you and to make sure your voices and concerns are heard. I was dedicated to you and your most important matters as it shows in www.MohamedGahcheWorkingForYou.com where I kept logs of all of my activities throughout the past term and made sure it’s updated on a monthly basis.
Although the election is over, there is much good work ahead. I am committed to continue to help and assist with enthusiasm and with unwavering dedication. My contact information will remain the same and I will be glad to help when needed.
The past few weeks I spent amongst all of you in zone 4 have confirmed how great our community is. By voting, we showed to the rest of the world how dedicated to democracy Algerians are, no matter what was said and what will still be said.
I always believed that we Algerians are capable of wonders. I also believed that challenge has always been a driving force for us, and determination has and is our strength.
Together we will continue to nurture our young democracy, work for a better future for our children, and continue our quest for a strong, prosperous, and united Algeria.
At the end I will congratulate our winning candidates and MABROUK and BITAWFIK. Long Live Algeria.

بعد اجراء الانتخابات التشريعية في العاشر من ماي الجاري، وباعتباري أحد المترشحين الذين خاضوا سباقها، ممثلا للجالية الجزائرية عن الامريكيتين، أوروبا " باستثناء فرنسا ، أتقدم أنا الأستاذ محمد قحش بالشكر الجزيل و الثناء على كل أفراد الجالية الجزائرية في الأماكن المذكورة، الذين صادفتهم وتحدثت إليهم خلال حملتي الانتخابية ، والذين منحوني أصواتهم عربونا على ثقتهم في شخصي المتواضع، وأقول لهم جميعا، بالرغم من النتائج التي أسفرت عنها الانتخابات، لقد كانت تجربة رائعة خضتها معكم، وحققت أكبر إنجاز لأنني وإن فشلت بالظفر بمقعد في المجلس الشعبي الوطني، فلقد استثمرت في العنصر البشري، وكسبت رجالا إلى جانبي.. سأظل مدينا لكم بالحب والتقدير، وسأظل شاكرا لكم جهودكم الكبيرة، التي بذلتموها وبذلناها جميعا من أجل وطننا الجزائر، الذي لا وطن لنا سواه، وهو بحاجة ماسة إلى جهودنا ووحدتنا التي نصنع بها المعجزات كما فعل أسلافنا عبر قرون من الزمن.
المهم نضالنا لايزال مستمرا كل واحد من موقعه، لأن عملنا السياسي هو مسؤولية وضمير.

Dear Algerian-American friends,
I would like to thank all members and guests who attended the Eid el Adha celebration and Nov. 1st commemoration yesterday. Thanks to you, the event was a huge success, with over 200 people socializing, reconnecting with friends from the same background and culture, sharing traditional pastries over coffee while enjoying Wisseme's sweet songs and beautiful music.
The AAAGW board members were delighted to see such a large, unexpected turnout of our community to celebrate Eid together. SamB was the the surprise guest, and he indeed surprised all of us, but the kids and teenagers went wild when he performed his break dance! Djaoued Bedjaoui, thank you for inviting him!. The other surprise guest was Houria who sang about Algeria in honor of November 1st. Her powerful voice while singing traditional songs brought up many good memories and people couldn't resist dancing to the lively rythm.
We were honored to have Algerian representatives attend the celebration, namely his excellency ambassador Abdallah Baali and our deputy Mohamed Gahche, and many members who created this association 20 years ago.
The kids had fun with the drawings, the games, the pizza and the goodie bags they received for Eid. They also enjoyed having their own table and their entertainment program planned by our Youth outreach coordinator, Habiba Belguedj. The couscous from Casablanca restaurant was so good that many people went for seconds! As usual, Dahmane spoiled us with his wonderful bread and a huge cake. The fresh dates from Algeria were a bigger hit than the baklawa! Too bad we didn't bring some L'ben!. The former board members assisted us along with many other volunteers, and everybody left happy and feeling as if they went to a wedding celebration, according to a few guests. Thank you Nacer,Naim and Yassine for helping us at our first event by sharing your experience and giving us a hand.
We would like to apologize for the room size. We were not expecting such a big crowd! Thank God the attendant opened the adjacent room for us to serve dinner and seat more guests.
I would like to thank Hassina Amrane and Rekia Belkhodja for taking care of the coffee station, helping guests display all the sweets and making sure that everybody could get their coffee and cookies. Djaoued was a great host, welcoming members and new guests, making them confortable. The Tshirts were quite a hit due to the beautiful logo designed by Azzedine Stambouli and his family. Thank you Azzedine for all the work during the event, helping with the dinner and other tasks. Walid Mediouni not only helped setting up the room and preparing the cold drinks station, involving his sister Wisseme and other guests, but he planned the entire music program and set-up of the sono. Thank you Walid! Thank you Wisseme and friends! Sarah Mazouz and Nadira Boumechal had one of the hardest job to make sure and get members and guests to sign up or renew their memberships, to accept the $6 donations from non members, and to offer the memorabilia for a fee. Ahmed Malti, among other tasks, managed to raise funds selling raffle tickets to many members. Thank you for participating at this fund raising. We still have some AAAGW Tshirts for $12 each, some Algerian-American flags pins for $7, a few Algerian flag key rings for $5. Please contact us if interested. Of course, the task manager of the event was the busiest before and during the event. A big thank you to Smail Farid for getting us a free venue, a great price for the dinner, and getting a discount on the T-shirts, saving the association lots of money! A stand-up appreciation to all the volunteers who helped us in so many ways! The photos of the event are posted on the Aaagw facebook page and will be shortly added to the aaagw website. Please feel free to send us your photos to add.
Dear members, please let us know what you liked about this event and how we can improve. Also, suggestions on future events are most welcome from the Algerian-American Community. Please keep in mind that this association is yours. It is thanks to your continued support that we'll be able to celebrate the AAAGW's 20th anniversary in a few months. Thank you again for making this get-together such a hit!

Introduction:
The Finance Act of 2012 discussion falls within the Five-Year Plan 2010-2014 and coincides with the political reforms brought by the President of the Republic.
As representatives in the Algerian Parliament, we feel proud with complete freedom as we’re discussing this law in the eve of the fiftieth year anniversary of our independence. May Allah have mercy on our martyrs (Chohadaina and Chahidatina) and thanks to our fighters (Mujahidina and Moujahidatinaatna), our fathers and our mothers.
Algeria as part of the international community, influences countries and has been influenced by others politically and economically. A country is highlighted by its position and by its resources and Algeria is known internationally for its principles and its wealth.
There are poor-rich countries such as Japan, Malaysia, Singapore and others and there are rich-poor countries like Algeria, rich in natural resources and poor in its exports.
It is necessary to find and develop income sources outside of the oil and gas resources. This will secure life’s necessities to the Algerian people. It is our duty to secure Algeria’s economic stability, prosperity, freedom, and democracy.
The call is for all citizens,…
- Millions of members of our Algerian community living abroad are successfully adapting to laws and customs despite the many differences from the ones they were accustomed to in Algeria.
- These same Algerians were able to study and graduate from major universities in the world and proved that they are capable of acquiring high and important positions in several countries.
- Algerians graduated as professors, scientists and researchers in universities and countries that have reached their technological development and progress to the highest degree.
My role as an Algerian deputy representative:
My role as Deputy at the Algerian parliament for the Algerian community abroad:
1. Listen to the concerns of members of our community, work closely with them in defining and determining their issues, answer to their questions, explain the existing investment opportunities in Algeria and how they can contribute in building our country.
2. I come up with proposals that address the community’s concerns and present them to the Algerian parliament.
3. When presenting proposals in the parliament, I represent the community abroad and at the same time I represent the community’s home town in Algeria.
4. Additionally to representing, I contribute in making new and modifying existing laws of the People’s Democratic Republic of Algeria.
I will take advantage of this opportunity of this distinguished podium to make some remarks and give some suggestions; I will summarize them in the following points:
FIRST: Biometric Passport:
The date specified for all countries in the world for the biometric passport is November 2015. The problem is that most of our Algerian community in the United States and Canada are far from the consulates or the embassies, as well as for the countries of Asia that have a low diplomatic representation, where we find one embassy representing several countries at once.
The requirement for the biometric passport is fingerprinting of the ten fingers of each individual and the individual must be present inside the consulate, but the distance and the growing cost of tickets will make it difficult to the community to be able to travel and could be impossible for some specially those with many members in the family.
My Suggestion:
We would like to suggest to open an office at the “Ministry of Foreign Affairs” in Algiers, allocated to members of our community living abroad who visit home (from today until November 2015). I am suggesting that we open this office as soon as possible and keep it open until November 2015. Algerians can start the new passport’s process and the fingerprinting ahead of time as they’re visiting Algeria. This will facilitate all administrative procedures and will solve logistical problems for the community. Once the paperwork is ready (fingerprinting record), they can be sent as batches to the corresponding consulates of the community’s resident country. This will greatly improve the task management that will be associated with processing the Biometric passport.
SECOND. Create a Television History Channel:
Due to the incoming fiftieth anniversary of Algeria’s independence, we wish to see a TV history channel dedicated to historical films and historical programs and support from the revolution Mujahideens from all states and as a memorandum of our martyrs. If this history channel is broadcasted worldwide, it will make the members of our Algerian community living abroad proud and for those that are unaware or ignore the glorious history of Algeria.
THIRD: Algerian Agency for Youth Employment (L’AGENCE NATIONALE DE SOUTIEN A L’EMPLOI DES JEUNES “ENSAJ”) and National Health Insurance Fund for Unemployment (LA CAISSE NATIONALE D’ASSURANCE CHOMAGE “CNAC”)
We know that our oil and gas resources will not last forever so we will need as I mentioned above to invest in other resources. It is time to start encouraging small businesses as they are the core of the Algerian’s middle class. In the developed world, small businesses create jobs and help in stabilizing the economy and its growth
If we focus in both Algerian Agency for Youth Employment Fund (ENSAJ) and National Insurance for unemployment (CNAC), we will find that young people have very limited choices in what they can invest in as small businesses. We found that they all end up choosing the easily attainable businesses such as transport and rental cars and find that they’re hard to last.
My Proposition:
We suggest to you your Excellency the Minister of Labor Employment and Social Security to open an international trade show/conventions to allow for small international “production” businesses with products not exceeding a billion Algerian centimes to exhibit their business and their products. The exhibitions are intended only for the young investor's production plants in the framework of the National Agency and the National Fund.
FOURTH: Contractors in the Algerian Embassies/ Consulates Abroad:
Algerian men and women contractors in our embassies in Canada and the United States of America and some other countries who are working hard with dedication are at the gates of retirement
- Appreciation for their effort in serving the interests of the members of our Algerian community Algerian living abroad.
- Sympathy for their retirement.
- Gratitude for their sacrifice to their mother country
We ask of Your Excellency, the Minister of “Labor and Employment and Social Security” to consider their cause and include them in the Algerian retirement plan.
Note: (This is not a new request; my first one was in 2007, followed by 2008, 2009, 2010 and 2011)
FIFTH : Article 48 :
The measures contained in Article 48 of the draft law, which provides for the allocation of 5% of the transit duty alcohol to fund fight against cancer.
My Suggestion:
The 5% of the fee allocated from alcohol goes to fund anti-drug and allocate fund to fight cancer from other sources.

PART ONE: I suggested a while back the need to open “Money Foreign Exchange” offices. This is a not a new request as my first one was done on November 6, 2007. Here are the benefits that I listed:
Benefit 1: Will help reduce the black market.
Benefit 2: Will help reduce money laundering.
Benefit 3: Will reduce unemployment and will create jobs.
PART TWO: I also raised the importance of opening a bank branch around Algerian ports and airports on weekends (Fridays and Saturdays).
Argument 1: Not every Algerian living abroad has friends or family members waiting for him/ her at the airport or port when they arrive to Algeria!
Argument 2: Will eliminate the burden on tourists and foreign investors!
PART THREE: I asked for the possibility of opening an Islamic National Bank and I suggested to replace interest rates with flat rate bank fees?

Attended the 2010 US - Algeria Water Resources Seminar & Networking Dinner
The Seminar provided by H.E. Minister Abdelmalek Sellal, the Algerian Minister of Water Resources and H.E. Ambassador Abdallah Baali, the Algerian Ambassador to the United States.
The Government of Algeria has launched an ambitious program for 2010-2014 to upgrade its infrastructure. A water resources is one of the main focuses of this effort. Algeria will soon tender projects to build 19 dams, renovate completely its water distribution system, build numerous pumping stations, import and manufacture ductile pipes, and build new treatment plants for drinking water. Water resources are an important component in Algeria’s booming economic growth. The Government of Algeria is seeking new strategies to reuse waste water in the agriculture field and expand its agribusiness development by leveraging its water resources. This exclusive event will focus on building mutually beneficial business partnerships to respond to upcoming tenders issued by the Government of Algeria in the water resources sector. Algeria has invested billions of dollars in upgrading its water resources and has completed many successful projects in desalination, dam construction and water treatment and purification. US companies active in infrastructure, energy services, water resources and construction are strongly encouraged to participate in this high-profile conference.

MOSTAGANEM (Algeria)- The participants in a workshop on "The role of the Algerian community based abroad in the five-year plan 2010-2014," as part of the National Liberation Front party conference in Mostaganem (355km west of Algiers), emphasized the importance of the contribution of Algerian experts living abroad in national development. Speaking in the workshop Thursday evening, the deputy for Zone 6 (America, Asia and Oceania), Mohamed Gahche, tackled in a paper on "the new five-year plan and aspirations of the Algerian community based abroad to contribute in development," the main characteristics of the plan and the necessary contribution of those experts.

- I was honored to attend the Algerian military students’ graduation and I congratulate the students for their dedication and hard work.

I would first like to thank Mr. Col. Kharoubi for inviting me to this event, it is a great honor for me to be here on this special day.
I would also like to say congratulations to all of you and to Algeria for you graduation and your success. And special thanks to the American administration and Northrup Grumman for their ongoing help, support and leadership and for facilitating all of the technical and non-technical aspects to make this a success as always. This only proves how strong our relationship is with the United States and I am hoping that this model of success continues throughout the next years and evolves in the different sectors and industries which should make our relationship even stronger.

Thank you for your help in gathering so many Algerian citizens for Mr. Rebrab’s visit to your city. I appreciate all of your help on such short notice. Through your efforts, the meeting was most productive and successful. With your continued help, I am confident we can building a nice bridge between the capable, qualified, and talented Algerian immigrants and our beautiful country, Algeria.
Mr. Rebrab returned to Algeria very happy and enthusiastic. He has high expectations for Algerian emigrants, and is looking forward to receiving many manager’s resumes very soon. Mr. Rebrab also assured me he will be back to complete more visits to different states (Boston, Los Angeles, San Diego, Las Vegas….etc) and possibly a return visit to your city again.

Meet the community in Chicago – Mr. Rebrab Visit.
- Personally, this was an opportunity for me to thank our community in Chicago for their support during my campaign, a chance to introduce Mr. Issad Rebrab and a chance to encourage Algerian intellectuals to go back and participate in developing Algeria’s economy.
- Chicago was the last journey for this purpose. I invited Mr. Rebrab to come back and visit more of our community in the USA and he promised that he will be back in February of 2008 where we will organize a tour to Boston, Los Angeles, San Diego, Las Vegas, and other cities.

- The next stop with Mr Rebrab was in New York City with our community to continue promoting and supporting our Algerian intellectuals to encourage them to participate in the development of the Algerian economy.
- At the end of the seminar, we had the chance to listen to some of the point views from some Algerian CEOs, managers and engineers in the different fields.

Visit to Silicon Valley in San Jose, California and meeting Algerian scientists and inventors - Mr. Rebrab Visit
- We had the chance to visit a few high technology startup companies in Silicon Valley in San Jose, California.
- We attended an interesting presentation held by Dr. Belkacem Haba, CTO of Tessera. We were given a tour of the center of research where he showed us with some of his 150 inventions (impressive!)
- Discussed the possibility for Dr. Haba to return to Algeria and help in the opening of such a research center.

- Attended an Iftar dinner with our community in Houston, Texas and had a very successful meeting with a group of intellectuals (PhDs, Masters, engineers and managers) in different fields.

- I arranged to have the entrepreneur, Mr. Issad Rebrab, come and visit the Algerian community in USA to discuss the issue of Algerian scientists, doctors, and engineers returning to Algeria to work and participate in the Algerian economy.
- I contacted the presidents of the Algerian associations in USA to host a possible visit with Mr. Rebrab and arrange for him and me to meet with the community.

Meeting the Algerian community in Canada - Mr. Issad Rebrab Visit (Develop the Algerian intellectual resources abroad and encourage them to take part in the social, political, and economic activities of the country and create a cell of communication between Algerian scientists inside and outside of Algeria)
- I visited the University of Montréal with the Algerian entrepreneur, Mr. Issad Rebrab. I attended his seminars where he presented his experiences, his contributions to the Algerian economy, and his success stories in Algeria. He invited Algerian intellectuals to work back in Algeria. During the seminar, I had the opportunity to meet with some of the communities’ professors, teachers, scientists, managers, and engineers. I listened to their different point of views and their dedication to return to their mother country and help in its development.
- One of the main questions that was raised repeatedly during Mr. Rebrab’s seminar was the question of “Compensation/ Salary.” Mr Rebrab stated that he will pay the same competitive international salary.

Meeting the Algerian community in Canada and attending the historical opening of the Air Algérie (Algeria-Canada route)
- I met with some of the Algerian members of the community in Canada and thanked them for their support during my campaign and congratulated them the opening of the Algerian airlines.

“Special thanks to the officers of the Algerian airlines (administration and crew) and his Excellency Mr. Smail Benamara, the Algerian ambassador in Canada, Mr. Abdelaziz Sbaa, our general counsel in Canada, and the Canadian authorities for making this a historical event. This has been a dream come true for Algeria and the community in Canada. The opening of Air Algérie in Canada was a historical event for Algeria and for our community in Canada; it will open endless economical, social, and political opportunities for both countries. I hope that we will be able to realize the same opportunities for our community in the USA, or even have a stopover in Washington DC or New York”.

Meetings with other Deputies from other Zones
· I met with other Algerian Deputies, and the Deputies of Marseille France, Europe and Africa. We shared the various issues among the different communities and concurred that our communities abroad need our help and support. We plan to meet periodically and work on creating a network of communication to exchange ideas and to better serve our communities.

- I met with the President of the Council of the Nation Upper Chamber, Mr. Ben-Saleh, and briefly discussed issues regarding our community. He showed a concern and willingness to work with me on these issues.

- I met with the President of Algerian Parliament Mr. Abdelaziz Ziari. I brought to his attention the main issues concerning my community and presented my resolution plan. Mr. Ziari was very receptive and is willing to help me throughout my term as Deputy.

- I met with the head of military services, “Director of Military National Services,” and other high ranking military officers to discuss the following:
- Community military service issues.
- Illegal Algerian immigrants military service issues
- The possibility of having the military commission visits in the USA and Canada (major countries in Zone 6) once a year to legalize the young Algerian immigrants’ vis-à-vis national military services.

Administrative issues faced by Algerians resident abroad
- I met with Interior Minister Mr. Noureddine Yazid Zerhouni and discussed the administrative issues faced by the Algerian resident abroad. In the past Mr. Zerhouni was our ambassador in a few of the Zone 6 countries such as Japan, Mexico, and the United States. Mr Zerhouni is very much aware of the issues stated in my program and promised that he will do his best to help me resolve them. “I appreciate very much the minister’s concern, his input and his willingness to help me help my community.”

- I was officially elected as deputy for the Algerian parliament representing Zone 6 which includes North, South America, Asia, and Oceania.
- Out of the 389 deputies in the parliament, I was appointed and voted along with 19 other deputies to certify the legality of all 389 deputies.
