Dear Algerian-American friends,
I would like to thank all members and guests who attended the Eid el Adha celebration and Nov. 1st commemoration yesterday. Thanks to you, the event was a huge success, with over 200 people socializing, reconnecting with friends from the same background and culture, sharing traditional pastries over coffee while enjoying Wisseme's sweet songs and beautiful music.
The AAAGW board members were delighted to see such a large, unexpected turnout of our community to celebrate Eid together. SamB was the the surprise guest, and he indeed surprised all of us, but the kids and teenagers went wild when he performed his break dance! Djaoued Bedjaoui, thank you for inviting him!. The other surprise guest was Houria who sang about Algeria in honor of November 1st. Her powerful voice while singing traditional songs brought up many good memories and people couldn't resist dancing to the lively rythm.
We were honored to have Algerian representatives attend the celebration, namely his excellency ambassador Abdallah Baali and our deputy Mohamed Gahche, and many members who created this association 20 years ago.
The kids had fun with the drawings, the games, the pizza and the goodie bags they received for Eid. They also enjoyed having their own table and their entertainment program planned by our Youth outreach coordinator, Habiba Belguedj. The couscous from Casablanca restaurant was so good that many people went for seconds! As usual, Dahmane spoiled us with his wonderful bread and a huge cake. The fresh dates from Algeria were a bigger hit than the baklawa! Too bad we didn't bring some L'ben!. The former board members assisted us along with many other volunteers, and everybody left happy and feeling as if they went to a wedding celebration, according to a few guests. Thank you Nacer,Naim and Yassine for helping us at our first event by sharing your experience and giving us a hand.
We would like to apologize for the room size. We were not expecting such a big crowd! Thank God the attendant opened the adjacent room for us to serve dinner and seat more guests.
I would like to thank Hassina Amrane and Rekia Belkhodja for taking care of the coffee station, helping guests display all the sweets and making sure that everybody could get their coffee and cookies. Djaoued was a great host, welcoming members and new guests, making them confortable. The Tshirts were quite a hit due to the beautiful logo designed by Azzedine Stambouli and his family. Thank you Azzedine for all the work during the event, helping with the dinner and other tasks. Walid Mediouni not only helped setting up the room and preparing the cold drinks station, involving his sister Wisseme and other guests, but he planned the entire music program and set-up of the sono. Thank you Walid! Thank you Wisseme and friends! Sarah Mazouz and Nadira Boumechal had one of the hardest job to make sure and get members and guests to sign up or renew their memberships, to accept the $6 donations from non members, and to offer the memorabilia for a fee. Ahmed Malti, among other tasks, managed to raise funds selling raffle tickets to many members. Thank you for participating at this fund raising. We still have some AAAGW Tshirts for $12 each, some Algerian-American flags pins for $7, a few Algerian flag key rings for $5. Please contact us if interested. Of course, the task manager of the event was the busiest before and during the event. A big thank you to Smail Farid for getting us a free venue, a great price for the dinner, and getting a discount on the T-shirts, saving the association lots of money! A stand-up appreciation to all the volunteers who helped us in so many ways! The photos of the event are posted on the Aaagw facebook page and will be shortly added to the aaagw website. Please feel free to send us your photos to add.
Dear members, please let us know what you liked about this event and how we can improve. Also, suggestions on future events are most welcome from the Algerian-American Community. Please keep in mind that this association is yours. It is thanks to your continued support that we'll be able to celebrate the AAAGW's 20th anniversary in a few months. Thank you again for making this get-together such a hit!

Introduction:
The Finance Act of 2012 discussion falls within the Five-Year Plan 2010-2014 and coincides with the political reforms brought by the President of the Republic.
As representatives in the Algerian Parliament, we feel proud with complete freedom as we’re discussing this law in the eve of the fiftieth year anniversary of our independence. May Allah have mercy on our martyrs (Chohadaina and Chahidatina) and thanks to our fighters (Mujahidina and Moujahidatinaatna), our fathers and our mothers.
Algeria as part of the international community, influences countries and has been influenced by others politically and economically. A country is highlighted by its position and by its resources and Algeria is known internationally for its principles and its wealth.
There are poor-rich countries such as Japan, Malaysia, Singapore and others and there are rich-poor countries like Algeria, rich in natural resources and poor in its exports.
It is necessary to find and develop income sources outside of the oil and gas resources. This will secure life’s necessities to the Algerian people. It is our duty to secure Algeria’s economic stability, prosperity, freedom, and democracy.
The call is for all citizens,…
- Millions of members of our Algerian community living abroad are successfully adapting to laws and customs despite the many differences from the ones they were accustomed to in Algeria.
- These same Algerians were able to study and graduate from major universities in the world and proved that they are capable of acquiring high and important positions in several countries.
- Algerians graduated as professors, scientists and researchers in universities and countries that have reached their technological development and progress to the highest degree.
My role as an Algerian deputy representative:
My role as Deputy at the Algerian parliament for the Algerian community abroad:
1. Listen to the concerns of members of our community, work closely with them in defining and determining their issues, answer to their questions, explain the existing investment opportunities in Algeria and how they can contribute in building our country.
2. I come up with proposals that address the community’s concerns and present them to the Algerian parliament.
3. When presenting proposals in the parliament, I represent the community abroad and at the same time I represent the community’s home town in Algeria.
4. Additionally to representing, I contribute in making new and modifying existing laws of the People’s Democratic Republic of Algeria.
I will take advantage of this opportunity of this distinguished podium to make some remarks and give some suggestions; I will summarize them in the following points:
FIRST: Biometric Passport:
The date specified for all countries in the world for the biometric passport is November 2015. The problem is that most of our Algerian community in the United States and Canada are far from the consulates or the embassies, as well as for the countries of Asia that have a low diplomatic representation, where we find one embassy representing several countries at once.
The requirement for the biometric passport is fingerprinting of the ten fingers of each individual and the individual must be present inside the consulate, but the distance and the growing cost of tickets will make it difficult to the community to be able to travel and could be impossible for some specially those with many members in the family.
My Suggestion:
We would like to suggest to open an office at the “Ministry of Foreign Affairs” in Algiers, allocated to members of our community living abroad who visit home (from today until November 2015). I am suggesting that we open this office as soon as possible and keep it open until November 2015. Algerians can start the new passport’s process and the fingerprinting ahead of time as they’re visiting Algeria. This will facilitate all administrative procedures and will solve logistical problems for the community. Once the paperwork is ready (fingerprinting record), they can be sent as batches to the corresponding consulates of the community’s resident country. This will greatly improve the task management that will be associated with processing the Biometric passport.
SECOND. Create a Television History Channel:
Due to the incoming fiftieth anniversary of Algeria’s independence, we wish to see a TV history channel dedicated to historical films and historical programs and support from the revolution Mujahideens from all states and as a memorandum of our martyrs. If this history channel is broadcasted worldwide, it will make the members of our Algerian community living abroad proud and for those that are unaware or ignore the glorious history of Algeria.
THIRD: Algerian Agency for Youth Employment (L’AGENCE NATIONALE DE SOUTIEN A L’EMPLOI DES JEUNES “ENSAJ”) and National Health Insurance Fund for Unemployment (LA CAISSE NATIONALE D’ASSURANCE CHOMAGE “CNAC”)
We know that our oil and gas resources will not last forever so we will need as I mentioned above to invest in other resources. It is time to start encouraging small businesses as they are the core of the Algerian’s middle class. In the developed world, small businesses create jobs and help in stabilizing the economy and its growth
If we focus in both Algerian Agency for Youth Employment Fund (ENSAJ) and National Insurance for unemployment (CNAC), we will find that young people have very limited choices in what they can invest in as small businesses. We found that they all end up choosing the easily attainable businesses such as transport and rental cars and find that they’re hard to last.
My Proposition:
We suggest to you your Excellency the Minister of Labor Employment and Social Security to open an international trade show/conventions to allow for small international “production” businesses with products not exceeding a billion Algerian centimes to exhibit their business and their products. The exhibitions are intended only for the young investor's production plants in the framework of the National Agency and the National Fund.
FOURTH: Contractors in the Algerian Embassies/ Consulates Abroad:
Algerian men and women contractors in our embassies in Canada and the United States of America and some other countries who are working hard with dedication are at the gates of retirement
- Appreciation for their effort in serving the interests of the members of our Algerian community Algerian living abroad.
- Sympathy for their retirement.
- Gratitude for their sacrifice to their mother country
We ask of Your Excellency, the Minister of “Labor and Employment and Social Security” to consider their cause and include them in the Algerian retirement plan.
Note: (This is not a new request; my first one was in 2007, followed by 2008, 2009, 2010 and 2011)
FIFTH : Article 48 :
The measures contained in Article 48 of the draft law, which provides for the allocation of 5% of the transit duty alcohol to fund fight against cancer.
My Suggestion:
The 5% of the fee allocated from alcohol goes to fund anti-drug and allocate fund to fight cancer from other sources.

PART ONE: I suggested a while back the need to open “Money Foreign Exchange” offices. This is a not a new request as my first one was done on November 6, 2007. Here are the benefits that I listed:
Benefit 1: Will help reduce the black market.
Benefit 2: Will help reduce money laundering.
Benefit 3: Will reduce unemployment and will create jobs.
PART TWO: I also raised the importance of opening a bank branch around Algerian ports and airports on weekends (Fridays and Saturdays).
Argument 1: Not every Algerian living abroad has friends or family members waiting for him/ her at the airport or port when they arrive to Algeria!
Argument 2: Will eliminate the burden on tourists and foreign investors!
PART THREE: I asked for the possibility of opening an Islamic National Bank and I suggested to replace interest rates with flat rate bank fees?

- الأمر رقم 11-02 المؤرخ في 20 ربيع الأول عام 1432 الموافق 23 فبراير سنة 2011 الذي يتمم الأمر رقم 66-155 المؤرخ في 18 صفر عام 1386 الموافق 8 يونيو سنة 1966 والمتضمن قانون الإجراءات الجزائية
- الأمر رقم 11-03 المؤرخ في 20 ربيع الأول عام 1432 الموافق 23 فبراير سنة 2011 والذي يعدل ويتمم القانون رقم 91-23، المؤرخ في29 جمادى الأولى عام 1412 الموافق 6 ديسمبر سنة 1991 والمتعلق بمساهمة الجيش الوطني الشعبي في مهام حماية الأمن العمومي خارج الحالات الاستثنائية
